Project overview: Anhui Contango New Energy Technology Co., Ltd. intends to invest 40 million yuan in leasing 3174.04m2 of the existing workshop of Hefei Lian Dong Jin Yang Industrial Co., Ltd in Hefei High-tech Zone, at the junction of Huguang West Road and Kongquetai Road. The construction is to build a hydrogen energy catalyst experimental station for laboratory scale research and developmen(without involving catalyst scale production), with 60kg of experimental samples produced every year; to build a MEA production line with a capacity of 200,000m2/a; to build a prototype electric reactor with a capacity of 20 sets/a; to build hydrogen energy related equipment with a capacity of 50 sets/a; to build auxiliary equipment required for hydrogen energy key technology R&D with a capacity of 100 sets/a; to build a prototype waste platinum recovery device with a capacity of 5 sets/a.
II. Major environmental impacts and environmental protection countermeasures
1. Atmosphere
The exhaust gases of the project is mainly mixing and stirring exhaust gas, constant temperature heating, rapid cooling exhaust gas and heat treatment protection exhaust gas of catalyst research and development; slurry mixing exhaust gas, coating exhaust gas, ultrasonic spraying exhaust gas, thermal transfer exhaust gas and hot pressing exhaust gas of membrane electrode production; machining exhaust gas of hydrogen energy related equipment research and development and production; machining exhaust gas of research and development and production of auxiliary equipment required for hydrogen energy key technology research and development; and machining exhaust gas of research and development and production of prototype of waste platinum recovery device. The exhaust gases from the development and production of the prototype of the waste platinum recovery device.
①Mixing and stirring, constant temperature heating and rapid cooling processes are carried out in the closed catalyst laboratory1. Volatile organic exhaust gases from ethanol and ethylene glycol are collected by negative pressure and treated by a spray tower + primary activated carbon adsorption device and then discharged through a 22.5m high exhaust pipe on the roof of the building (DA001).
② Heat treatment protection exhaust gas is collected by pipeline and then shared with catalyst laboratory 1 exhaust gas through 1 set of spray tower + primary activated carbon adsorption device after treatment through the 22.5m high exhaust pipe on the roof of the building (DA001).
③Mixing, coating, ultrasonic spraying and thermal transfer processes are all carried out in the enclosed paste-making and spraying area, and the exhaust gases are collected by negative pressure and then shared with the exhaust gases from catalyst laboratory 1 by a spray tower + a primary activated carbon adsorption device, and then discharged through a 22.5m high exhaust pipe on the roof of the building (DA001).
④The hot pressing process is carried out in an enclosed hot press room, and the exhaust gas is collected by negative pressure and then shared with the exhaust gas from catalyst laboratory 1 by one set of spray tower + primary activated carbon adsorption device and then discharged through a 22.5m high exhaust pipe on the roof (DA001).
⑤ Machine processing exhaust gas is collected by the air collection hood and then shared with the catalyst laboratory 1 exhaust gas by one set of spray tower + primary activated carbon adsorption device and then discharged through the 22.5m high exhaust pipe on the roof of the building (DA001).
2、Wastewater
The project adopts rainwater and sewage diversion, rainwater is discharged into the municipal rainwater pipe network; domestic sewage, circulating condensate and pure water preparation thick water are pre-treated by the existing septic tank and then discharged into the municipal sewage pipe network of the High-tech Zone, and finally enter the sewage treatment plant of the western group.
3、Noise
The noise during the operation period of this project is mainly generated by reflow ovens and other equipment. Low-noise equipment, reasonable layout, vibration damping, wall insulation and other measures should be taken to ensure that the noise at the factory boundary meets the standard.
4、Analysis of the impact of solid waste
The solid wastes generated by the project are mainly the employees' household rubbish, waste packaging materials (not contaminated with dangerous goods), waste filter media, trimmings and unqualified products, waste packaging materials (directly contaminated with dangerous goods), equipment cleaning waste liquid, experimental waste liquid, spray tower waste liquid and waste activated carbon replaced by the exhaust gas adsorption device.
①Living waste: collected centrally by the enterprise and handed over to the local sanitation department for unified removal and disposal.
②Waste packaging materials (not contaminated with dangerous goods), waste filter media and trimmings: collected and recycled by the material company.
(iii) Unqualified products: collected and recycled by the supplier.
④ waste packaging materials (directly contaminated with dangerous goods), equipment cleaning waste liquid, experimental waste liquid, spray tower waste liquid, waste activated carbon: collected centrally by the enterprise and stored in the hazardous waste room, and regularly entrusted to qualified units for treatment.
The solid wastes of this project will be reasonably disposed of after the above treatment measures, and will not produce secondary pollution and have less impact on the surrounding environment.
